养老保险筹资主体有国家、集体和个人。不同的主体在养老资金筹集多少的问题上都以理性为原则而作出决策。因此,农村社会养老保险基金的筹集必须充分兼顾各个主体的合理利益偏好,将无效益和副效益的博弈行为减少到最低程度,以确保制度运行效率的最大化。

The fundraising subjects of endowment insurance are state,collectivity and individual.Different subjects make decisions by rational principle on the number of endowment fund raising. Therefore,rural social endowment insurance fund raising must fully take into account the reasonable interest preference from all subjects,and reduce the gambling behavior of no benefits and side benefits to the minimum degree in order to ensure that the system operating efficiency is the highest.
