自主创新的政策传导机制研究

Study on the transmission mechanism of the independent innovation policy

从自主创新意愿与自主创新行为两个方面分析中国自主创新实践中面临的主要问题及原因,提出自主创新政策对自主创新能力提升的作用路径模型。分别从自主创新意愿培育与自主创新行为优化两方面研究了自主创新的"政策内涵——政策功能——政策目标"传导机制,指出在自主创新意愿培育上,政策设计的功能定位是创新动力激发与创新资源供给;而在自主创新行为的优化上,政策设计的功能定位为基础设施配套、创新制度完善、交互关系优化、升级能力增强。最后,基于政策传导机制分析了《国家中长期科学和技术发展规划纲要(2006—2020年)》配套政策的"内容-功能"匹配关系,并提出了我国自主创新政策的完善建议。

This paper analyses the main problems in China＇ s independent innovation practice and the reasons from the willingness and action of independent innovation, and proposes the path model of how independent innovation policy enhance the independent innova- tion capability. Then, the paper studies the transmission mechanism of ＂ policy contents-policy functions-policy goals＂ from fostering innovative willingness and optimizing innovative action respectively, and points that the functions of the policy of fostering innovative willingness include stimulating innovation motivation and supplying resources for innovation, and that the functions of the policy of opti- mizing independent innovation action include equipping the infrastructure,improving the innovative institution,optimizing the interaction relationship and strengthening the upgrading capability. Finally, the paper analyses the ＂ eotent -function＂ matching relation of the supporting policies of ＂ Outline of National Medium - and. Long - Term Science and Technology Development Plan（2006-2020）＂ , and points out some proposals for improving the present independent innovation policy.
