摘要
:从行政区域与经济区域关系整合的角度 ,阐述了行政区与经济区的概念、相互关系和区别以及行政区与经济区关系整合的意义和目标 ;提出基于行政区和经济区关系整合的区域技术创新体系由五个相互联系和相互作用的子系统构成 :生产—学习系统、搜寻系统、支持系统、选择系统及环境系统 .最后指出 ,地方政府在区域技术创新体系中是作为一个利益主体出现的 ,而不是一个环境因素 ,至少现在不是 ;构建区域技术创新体系应着眼于各个子系统的协调发展 ,关注系统中的薄弱环节的改善 ,力戒对较强子系统继续搞“锦上添花”
Based on study of the relationships among the regional governments,enterprises and regional markets,this paper gives a regional tech innovation system which includes five sub systems:production learning system,searching system,supporting system,choice system and environment system,and points out that the local government and enterprises located in the region both are body interests in the regional tech innovation system,and the system′s weak chain must be firstly considered,and it also must be noted that the strong sectors should not be used to acquire more benefits during economic transfer period in China.
