The medical payment reform should be down in the guidance of innovative ideas to design the policy options.There are two feasible solution：first,to minimize the cost of incremental reform,through contract management to improved the efficiency of the health care management.The second is to explore Capitation basis on GP,to realize the innovation and maximize return in payment reform.
