模糊综合评价法在昌九高铁项目社会效益评价中的应用

Fuzzy Comprehensive Evaluation Method in Social Benefit Evaluation of High-speed Rail Chang Jiu Project

高铁项目近年来是社会比较关注的项目之一,资源的大量投入能否获得预期效益,以昌九城际高铁为例,运用模糊综合评价法对高铁项目的社会效益进行评价。从宏观、中观、微观三个层面来确定高铁项目社会效益评价指标,建立包括公众比较关心的出行安全、出行成本以及对环境影响等社会效益评价指标体系;通过专家打分法得到各指标的隶属度;选用德尔菲法与层次分析法相结合的获得各指标的权重值;计算后对模糊评价结果进行分析。

The high speed rail project in recent years draws increasing social attention. High iron project should also have the corresponding examination system. This paper focuses on social benefit evaluation of high iron project. Taking The inter-city high iron Chang Jiu as an example, this paper puts forward the method of fuzzy comprehensive evaluation to the social benefit of high iron project. This article determines the high iron project social benefit evaluation index from three levels： the macro, meso, and micro level; sets up the evaluation index system including travel security, travel cost as well as to the environmental impact which the public cares more; gets the index membership through expert scoring method; chooses the Delphi method and the method of ahp to calculate the weight of each index; furthermore, analyzes the calculation of fuzzy evaluation.
