上海水务信息化应用环境已初具规模。针对上海水务信息化战略部署和实施情况,分析了水务信息化进程中引入服务外包的必要性,描述了IT服务外包的局限性和信息安全要素,阐明了选择合适供应商的基本要求,提出了依托服务外包治理结构设定服务外包的作用和空间,并与供应商建立良好合作关系的建议。

The application environment of Shanghai water information technology has already taken shape. In order to implement the informatization strategy in water affairs management in Shanghai, the necessity of outsourcing IT services is analyzed considering that the application environment is ready. The limitations of outsourcing IT service, as well as key elements of information security are described. The basic requirements of selecting suitable contractors are pointed out, as well as role and extension of outsourcing services. Suggestion is also made for establishing sound cooperative relationship with the contractor.
