收入分配不公平已成为阻碍中国经济发展和危及社会稳定的重大问题。在各级分配中收入差距拉大的原因表现为:初次分配忽略制度和公平,再次分配调节力度不够,第三次分配制度缺失。因此,应采取相应的缩小收入差距的对策,诸如:提高劳动者工资、完善用工制度、建立工会组织等,从而实现全社会的和谐发展。
