Developing modern agriculture is the most important duty for socialistic con- struction of new rural areas,which is also a long time task throughout the process of rural con- struction,agricultural production, and farmer＇s income increase. The 12t~ five-year plan in Heze sees the plan with scientific designing, focus, and procedure which would promise the healthy development of modern agriculture.
