分析了娄烦县畜牧业生产的基本情况，针对目前存在的传统养殖、粗放经营、科技投入极低、加工不足等问题及草地草资源丰富的优势，提出了发展以育肥羊、育肥牛为主的畜牧产业以及确立新的产业化观念，加大科技投入，实施优惠的产业政策的基本构想。

The basic situation of livestock husbandry production is analyzed.According to existing problems of traditional breeding,extensive farming,lower sci-tech input and inadequate processing as well as the superiority of abundant herbage resources,the basic ideas areput, which includes the development of livestock husbandry to take breeding fat sheep and cattle as dominant factor,establishing newindustrialization view, increasing sci-tech inpot,enforcing preferential industrial policy.
