The Effectiveness Evaluation of Emergency Plan Based on Analytic Hierarchy Process and Fuzzy Comprehensive Evaluation

应急预案的有效性是保证预案能够取得理想处置效果的关键。针对造成突发事件的部分因素具有不确定性或难以量化的特点,基于综合层次分析法和模糊综合评价法构建了应急预案有效评价指标体系,对应急预案有效性进行评估,为全面、准确、科学地评估应急预案有效性提出了新的思路,对我国制定科学有效的应急预案具有重要的指导意义,提高了应急效率。

Effectiveness of emergency plan is the key to guarantee the plan to achieve the ideal disposal. The factors that cause emergencies are uncertain or difficult to quantify, so emergency plan effectiveness evaluation index system is built on the integrated analytic hierarchy process and fuzzy comprehensive evaluation method to evaluate the emergency plan effectively. New ideas are put forward to evaluate the effectiveness emergency plan comprehensively, accurately and scientifical- ly, which has important guiding significance for us to formulate scientific and effective emergency plan.
