摘要 我国科技人力资源开发存在制度单一、目标定位偏差、可持续开发性差、公共科研资源评价分配显失公正、生产质量下降和开发使用效益不高等问题;必须创新开发制度,纠正目标定位,完善开发标准、体制机制和公共科研资源分配与学术成果评价体制机制,着力构建教育培养创新体系,还科技人力资源开发制度建设本来面目,为建设创新型国家提供坚实的科技人才保障。 A single system, orientation deviation, poor sustainable development, injustice in the allocation of public research re- sources, drop in the quality of production and low efficiency of development quality and so on are the main problems of human resources development in science and technology of China. Therefore, innovating development system, correcting orientation deviation, perfecting development standards and system, perfecting the system of the public research resources allocation and the academic achievement eval- uation, focusing on building an innovation system of education must be carried out in order to reconstruct the true features of human resources development in science and technology, and to lay a solid guarantee for constructinz innovation-oriented country.
