摘要
对于新疆生产建设兵团(以下简称兵团)的经济发展来说,物质、资本和人类三方面资源是重要条件。就目前兵团经济发展的情况来看,人力资源是其经济发展的瓶颈,因此,要从根本上改变兵团人力资源现状,即努力做好区域人力资源开发与管理工作。目前有许多文章都是从宏观(国家)层面或者从微观(企业或学校)层面来分析人力资源开发与管理问题,往往忽视了区域异质性。本文将从中观角度,即从兵团的人力资源能力异质性角度来分析该地区人力资源现状及其存在的问题,最后为如何进行兵团人力资源开发与管理提出几点对策和建议。
For the economic development of Xinjiang Production and Construction Corps, material, capital and people are the three important conditions. As for the development of the economy, human resource is the bottle - neck of the development of economy. Therefore, to change the situation of human resource in the Corps, the ad- ministration should do better work in the development and management in regional human resource. This thesis ana- lyses the status quo and the existing problems in this area from the angle of the regional difference in human re- source in the Corps, and puts forward several countermeasures and suggestions on how to develop and administrate human resource.
