New Model of Municipal Solid Waste Treatment Industry Development:Multi-supply Model and Construction of Market Mechanisms

基于北京市城市生活垃圾处理的现状和问题,系统分析了抑制和阻碍垃圾处理产业发展的问题根源在于长期传统供给体制所造成的供给不足。城市生活垃圾处理的有效供给依靠市场化、社会化的多元主体来实现,在公共服务多元主体供给中,政府职能的重新定位是实现政府改革和转型的关键。结合北京的实际情况,提出了政府作为公共产品供给市场机制的建设者和监管者的职能转型,借助市场机制构建一套城市生活垃圾处理的市场多元主体供给的新机制的政策建议。

Based on the status and problems of the Beijing municipal solid waste disposal, the system analyzes the suppression and hinder the development of the waste disposal industry is rooted in a long tradition of the supply system caused by insufficient supply. In this paper, the effective supply of municipal solid waste disposal relies on market-oriented society of multiple subjects to re-positioning of government functions, in the multivariate main supply of public services, government reform and restructuring. Finally, the actual situation in Beijing, builders and regulatory functions of transformation of the government as a market mechanism of supply of public goods, with the market mechanism to build a new mechanism of multiple subjects in supply of municipal solid waste disposal policy recommendations.
