From the understanding of selecting civil servants from primary level under the cadre personnel reform of system,this article analyses the reasons and great significance of the primary selection.At the same time,it expounds the main tasks of this work and put forwards some thinking about how to improve this system,hoping to achieve breakthroughs and innovations of selecting civil servants form primary level.
