摘要
以奈曼旗为例,对建立生态补偿机制及生态补偿标准进行研究,明确其实施生态补偿的主客体、补偿途径、方式和保障机制,利用直接成本和机会成本方法计算退耕还林补偿标准.结果表明,退耕还林直接成本约447元/hm2,机会成本约为5 967元/hm2,合计补偿标准约为6 414元/hm2.该结果高于现有补偿标准(2 964元/hm2),表明现有补偿标准偏低,无法弥补实际损失和满足居民的生产生活需要.
The purpose of this study was to establish the ecological compensation mechanism and the ecological compensation standard using Naiman Banner as the research example.Calculation of direct cost method and opportunity cost method were chosen to determine the standard of ecological compensation.The study worked for the compensation subject and the compensation object,compensation methods,pathways and protection mechanism.The results showed that the direct cost of returning cropland to forestry is 447 yuan/hm2,the opportunity cost is 5 967 yuan/hm2.The total number of returning cropland to forestry is 6 414 yuan/hm2;compared with the ecological compensation standards existing standard,the calculation result was higher than existing standard 2 964 yuan/hm2.The existing standards was relatively low,which was not compensate lose of local people and content ecological construction.The results were based on the economic theory,which were reasonable and conformable to the actual situation of Naiman Banner.
