江西产业结构对节能降耗影响的分析

节约降耗是贯彻落实科学发展观、构建和谐社会的重要举措,是建设"资源节约型、环境友好型"社会的必然选择。"十一五"期间,我省万元GDP能耗由2005年的1.057t标准煤降至2010年的0.845t标准煤,累计下降20.04%,圆满完成了"十一五"节能目标任务。尽管这一时期节能工作取得较大成效,但深层次的结构性矛盾并未得到解决,单位GDP能耗下降主要依靠工业能源利用效率的提高,产业结构变动不但没有产生任何节能效果,反而造成严重耗能。"十二五"时期我省节能目标为单位GDP能耗5a累计下降16%,全社会节能量应达到1793万t,较"十一五"增长8%,总体节能压力加大。据测算,仅简单复制"十一五"节能工作模式,不从深层次的产业结构调整入手,将难以实现"十二五"节能任务目标。因此,分析研究并努力解决节能降耗过程中存在的结构性问题,对于推动"十二五"单位GDP能耗持续下降具有非常重要的意义。

Energy saving and reducing consumption is an important measure to implement the scientific concept of development and build a harmonious society, is the inevitable choice to build a resource-saving and environment-friendly society. During the period of ＂Eleventh Five-year Plan＂, the province 10^4 yuan GDP energy consumption was dropped from 1.057 tons standard coal in 2005 to 0.845 tons standard coal in 2010, and total dropped 20.04%, put acorss the objectives and tasks of＂Eleventh Five-year Plan＂. Although this period energy saving achieved greater results, but the deep-seated structural problems had not been resolved, the unit GDP energy consumption fell rely mainly on the advance of industrial energy efficiency, changes in industrial structure not only does not produce any nergy-saving effect, but serious energy consumption. ＂Twelfth Five-year Plan＂ period, energy consumption per unit of GDP target in Jiangxi province is total drop 16% in the five-year, the energy saving of the whole society should reach 17.93 million tons, compared with the ＂Eleventh Five-year Plan＂ grow 8%, and overall energy pressures increases. It is estimated that only a simple copy ＂Eleventh Five-year＂ mode, not a deep level of industrial restruettring, it will be difficult to achieve ＂Twelfth Five-year＂ energy saving objectives. Therefore, the analysis and research to resolve the slructural problems of the process of saving energy and reducing consumption, for the promotion of the ＂Twelfth Five-year＂ unit GDP energy consumption decline has very important significance.
