略论我国职业卫生教育立法的完善——从与我国台湾地区立法的比较出发

Improvement of Health Education Legislation in China:A Comparative Study of Legislation in Taiwan

当前我国职业病的严峻形势引发了全社会对职业病防治制度的关注。职业卫生教育作为职业病防治的重要手段在我国相关立法中有所体现,但是法律规定过于概括,没有形成完整的职业卫生教育法律制度。相比之下,我国台湾地区立法较为完善,《劳工安全卫生教育训练规则》在职业卫生教育的教育对象、教育内容、教育方式等方面均作出了细致的规定,值得我们学习和借鉴。

The grim situation of occupational diseases in China has aroused great concern from different walks of life. People are showing concern for the prevention and treatment of occupational diseases. Regu- lations on occupational health education, as an important means of prevention and treatment of occupation- al diseases in China, have been made in relevant legislatiqn, but the law is too general to form a complete legal system. In contrast, the legislation in Taiwan is much better. In its Labor Safety and Health Train- ing Rules, detailed descriptions are made for the objects, content, and methods of health education. We should learn from it.
