旧版《城市用地分类与规划建设用地标准》中工业用地标准与其在利用过程中出现的问题具有相关性,原有规划建设用地标准无法实施有效控制。随着城市工业的发展及工业用地管理的日益严格,工业用地标准应做相应调整,如按照工业用地对居住和公共环境的干扰程度来进行分类,考虑各地区、各类型城市的不同特点和工业化发展阶段提出城市工业用地指导型比例,修正人均工业建设用地指标等。
