珠三角绿道经营管理模式与区域协调机制探究——美国绿道之借鉴被引量：29

摘要珠三角区域绿道建设在国内率先起步,当前珠三角各市对绿道的开发运营尚处于探索阶段。在学习和借鉴国外绿道网开发运营经验的基础上,通过实地调查和资料分析,采用案例归纳研究方法,总结出珠三角区域绿道经营管理的三种主要模式:公共机构经营管理模式、市场化经营管理模式和群众参与经营管理模式。研究表明,建立珠三角区域绿道管理的长效机制,必须坚持"政府为主,市场为辅,各种力量相互配合"的策略,形成自上而下与自下而上的区域调控与协作的管理机制以及"分阶段、分主体、相互融合"的职能分工体系,逐步完成从政府主导到市场参与,再到全民参与的绿道建设和管理机制,以实现绿道可持续发展。 Pearl Delta green pathway development just started and shall learn foreign experiences.By survey and literature review,the paper concludes three models for Pearl Delta green pathway development： public agency management,market operation,and public participated management.The study indicates that a long term green pathway management system shall adopt ＂government domination,market complement,multiple stakeholders participation＂ strategy,form a coordinative top-down and bottom-up combined management mechanism,and an integrated functional system.It shall evolve from government domination to market participation,and further to public participated green pathway construction and management system.
