论群体性事件与干群关系的重构

On Reconstruction of Group Events and Cadre-mass Relations

本文认为,干部滥用权力侵害群众权益,导致了干群关系的恶化。干群矛盾激化的直接后果是恶性的、泄愤式的群体性事件的频发。群体性事件实际上是政府维稳与公民维权之间矛盾的具体体现。因此,干群关系的重构,要加强依法执政,构建法治政府,实行干部问责制;要建立利益协商机制和维护公民权利的组织;要调整相关政策,健全社会保障体系。

It is because cadres abuse their power and they aggression upon mass＇ right that cadremass relations worsen.That leads pernicious group events happen frequently.But the central piont at issue is the rival between ＂school of defending government steady＂ and ＂school of defending citizen rights＂ They are important to reconstruct cadremass relation to strengthen administration by law,carry out resbonsibility system ,set up organization of interest consuhative system and defending citizen rights ,adjust nowadays policy,construct social guarantee web and improve social guarantee system.
