On the Establishment and Improvement of the Evaluation Index of the Grassroots Tax Authority's Execution

在全面加强政府执行力建设的大背景下,基层税务机关如何正确认识税务行政执行力、切实提高税务行政执行力成为关注的重点。通过建立起一套切实可行的评价指标,着力于转变观念、提高技能、明确责任、提高创新力、完善考核测评和奖惩机制,全面提升基层税务机关的执行力。

It is urgent for grassroots taxation authorities to have a correct understanding of the executive ability in the context of overall enforcement of government＇s execution. This paper argues that the execution of tax authorities should be upgraded by establishing a series of evaluation index, making efforts to update ideas, improve techniques, clarify responsibility, promote the innovative ability and better the evaluation system and rewards and punishments system.
