摘要
20世纪70年代末80年代初,"新公共管理运动"兴起并蓬勃发展,新公共管理强调政府绩效的重要性,将企业的绩效管理理念引入公共部门。我国政府绩效评估理论与实践已经发展了很多年,目前建设服务型政府的任务非常迫切,构建符合服务型政府建设的科学的绩效评估体系,是解决我国政府绩效评估问题的最好选择。
During the late 1970s and early 1980s, " new public management movement" has sprung up and developed vigorously. New public management stresses the importance of gov- ernment performance, and introduces the idea of enterprises' performance management into public sectors. The theory and practice of government performance evaluation has developed for many years in China, and it is urgent to construct a service government. Constructing a scien- tific performance evaluation system for service government is the best choice of solving the problem of government performance evaluation.
