Scientific Approaches for Dealing with Floods and Droughts Resulted by the Global Warming

简要分析了全球气候变暖的形势、造成原因和加大加重水旱灾害的表现;指出这一大环境将长期存在;就科学防治和减轻水旱灾害,提出了四项建议。

This article discusses the global warming, its causes and its connections to the more fre- quent and more evere floods and droughts. The article indicates that the global warming as well as its effects are going to exist for a longtime, four scientific approaches are proposed to help prevent and alleviate the floods and droughts.
