山区贫困地区实施异地开发是山区转型发展的有效外部支持模式,其内在机理在于正确处理局部发展与全局发展、异地开发与属地管理、自主开发与外部支持、异地开发与本土生态环境保护的关系,坚持局部发展与全局发展、独立开发与融入当地、自力更生与各方支持、异地发展与本土生态环境保护的有机统一,从而实现山区生态环境保护和经济社会发展的双赢。

Carrying out the program of exploration in different areas is an effective external support mode of transformational development in mountainous regions. Its Internal Mechanism has shown that we must correctly handle the relationships between partial development and overall development, exploration in different places and residence management, individual development and external support, exploration in different places and local ecological environment protection. Besides, the paper tells us that the organic unity of all above can realize win-win situation of ecological environmental protection and economic social development.
