在招投标文件中,总有一些词组、句子或段落指代不明,语义不清或有多种解释,这些模糊语言表现形式可以分为有意模糊语言,无意模糊语言和保护性模糊语言。本文试图分析其构成的原因,造成的影响以及回避的措施。

There are always some vague words, sentences or paragraphs in bidding and tender documents, which lead to the ambiguity in reference and meaning as well as various interpretations on the documents. Vague expressions can be intentional, unintentional and protective. The paper intends to analyze the causes behind them, their impacts and the measures to avoid undesired vague expressions.
