摘要
新中国成立初期一段时间内,农村许多地区出现了任务多、会议和集训多、公文表册多、组织多、积极分子兼职多即"五多"问题。这些问题的存在,不仅影响了中国共产党基层组织和先进分子在农村的形象,也干扰了当地正常的生产和生活。中共中央西北局调查组率先发现此类问题并及时上报中共中央。中央高度重视,专门就此发出指示并要求党和政府各级组织彻底清理和整顿"五多"问题。探究这段历史,对于深化党的执政史研究具有一定意义,对于当今党在农村基层政权的建设也有借鉴作用。
For a time in the early days of New China there appeared in many rural areas the five excessive things : assigned tasks, meetings and assemblies (for training), paper work (documents, written reports, and statistic forms), organizations and concurrent jobs by active elements. The existence of these excesses not only impaired the image of the grassroots organizations of the Chinese Communist Party and the advanced elements in the coun- tryside, but also interfered with the local normal production and life. The investigation team of Northwest Bureau of the CPC Central Committee was the first to find this problem and promptly submitted a report to the CPC Central Committee. The Central Committee attached great importance to the problem and issued instructions to demand all the Party and government organizations at all levels thoroughly clear up and correct the "five excesses. " A review of this episode in the history of the Party will help deepen research on the history of the Party' s governance and will be of reference value to the building of the basic organizations of the Party today.
