On Carbon Tax Legislation and Implementation in USA and Its Inference

碳税是应对全球气候变化问题的重要手段之一,因其经济刺激的明显性和实施的便利,被许多国家适用。美国早在上个世纪90年代初开始研究并拟采用碳税,但直至今日,尚只有个别地区适用碳税,其缓慢的发展历程、碳税的具体政策及其实施效果,对我国制定相关的法律、政策有借鉴意义。

Carbon tax is one important means to tackle global climate change. Because of its obvious economic stimu- lus and the convenience of implementation, it has been applied in many countries. As early as 90 in the last century, car- bon tax would be used in the United States. But until today, it was applied in some areas. The carbon tax＇s slow devel- opment process, its effect of the specific policies and their implementation will be good to the development of Chinese rel- evant laws and policy.
