The purpose to explore the ruling law of Party and shape the core competence of Party is to avoid the historical process that refers to a country may become prosperous and also may decline suddenly,which is the precondition to promote governing ability and the core power for the benef it of political society integration,governing by law,market economy,rebuilding cultural belief,and which is the key to solve the two historical subjects that the Party is facing in 21st century.
