摘要
中国共产党推动中国城市化发展的基本特征主要表现在两个转变,城市管理由行政手段为主向法制化管理方式不断转变,城市化由单极向多极和谐发展转变。以制度建设探索城市管理法制化路径,以小康社会、和谐社会建设目标和依法治国方针寻求对城市的科学管理;改革开放前后工业化和发展经济为主导的单极城市化,90年代后期至今,和谐发展为主导的多极城市化。
The fundamental features of Chinese urbanization development mainly manifestate on two transformations,which are transformation from administrative means to legalized management of city governance,and transformation of urbanization from single-stage to multi-stage.To explore the legalization of city governance through system construction and seek the scientifi c city governance through well-being society and harmonious society construction and the principle of rule by law.The single-stage urbanization process which was oriented by industrialization and economy development during pre and post opening to the world and economic reform period,while the multi-stage urbanization was oriented by harmonious development since late 90’s.
