城市社区管理体制创新的探索及完善——以成都市武侯区黉门街社区为例

The exploration and improvement of community management system innovation——take Hong Men community in Wu Hou district as example,Cheng Du city

创新城市社区管理体制对推动基层自治与促进社区和谐意义重大,但社区管理体制创新需要政府权力边界厘定、社区职能定位明晰及社会互动机制形成等基本条件。文章在对近年来成都市武侯区及其所辖的黉门街社区在社区管理体制创新中的实践探索梳理基础上,提出了进一步完善城乡社区管理体制创新的措施,对于化解基层矛盾纠纷和激发居民参与民主自治具有重要的借鉴意义。

The innovation of community management system in urban and rural communities has great significance to promote grass-root autonomy and community harmony,while,it is needed to clarify the power of government,community function and social interaction system.This paper proposes further measures for community innovation in urban and rural communities on the basis of practical exploration of community management innovation in Hong Men community that managed by Wu Hou district and Wu Hou district itself in Cheng du city in recent years,which has great reference significance for solving grass-root disputes and motivating local residents to involve in democratic autonomy.
