摘要
从东部沿海某高校教师流动的制度变迁过程,可以看出在计划经济到市场经济社会转型中,由最初强制性制度安排下学校对教师人力资本产权的绝对拥有,在路径依赖下强制性制度逐步失效并向诱致性制度变迁,最终实现以效用激励为导向的人力资本产权转移,以及资源配置绩效导向下人力资本贬值与产权逐步明晰的新动向。体现了以契约为基础确立人力资本产权制度的渐进过程中,以收益动机与预期变化为基础的有限理性选择对制度变迁带来影响,最终实现大学制度建设的一次重要转变。
The present paper is a case study of the relationship between institutional changes and faculty turnover in a higher education institution located at the east coast of China from the perspective of human capital property rights.It is found that during the transition from a planned economy toward market economy,the school has gradually lost the absolute ownership of its faculty's human capital property.And the original rigid personnel system has been replaced by a more flexible,merit-based,and incentive-oriented one,with clearly defined human capital property rights established by contract.Such a transformation demonstrates the influence of limited rationality,driven by both benefits and expectations,upon institutional changes in higher education.
