摘要 战略伙伴关系是欧盟对外关系实践的重要组成部分,在欧盟政治日程上的地位也得以快速提升,将成为欧盟拓展对外关系的新政策重点和框架。国际格局的变革和新兴国家的崛起、欧盟的国际抱负以及范龙佩的推动作用是欧盟战略伙伴关系的重要动力。同时,它也存在概念模糊、对外政策不一致等不足之处,还需要恰当处理与战略伙伴的分歧。 Strategic partnership is a significant component of the external relation practice of the European Union.Its status has witnessed a rapid rise on the agenda of EU politics,and it will become a new policy focus and framework for the EU to develop its external relations.The changes in the international power configuration,the rise of the emerging countries,the EU's international ambitions and Herman van Rompuy's promotion constitute the most important dynamics for the EU's strategic partnership.
