主要发达国家农业补贴政策对黑龙江省的启示

The Enlightenment to Heilongjiang Province from the National Agricultural Subsidy Policy of Major Developed Countries

黑龙江省地处我国东北边陲,地广人少,是我国重要的粮食主产区、商品粮生产基地和粮食安全后备基地,也是国家农业补贴的重点省份。但是如何补贴,补到什么程度才能起到激励作用,是值得我们探讨的问题。本文通过分析主要发达国家农业补贴政策的特点和优势,结合黑龙江省农业补贴政策存在的问题,提出了鼓励并加大推进黑龙江省农业结构的战略性调整;用好用足WTO规则,制定适合农户及垦区的农业补贴政策;深化改革农业生产经营管理体制,建立适应国际市场竞争的农业管理体制;完善农业补贴政策目标体系的构建;加强农业补贴政策立法的启示性建议。

Heilongjiang Province,lying in the northeast of our country, a vast area with sparse population,is an important grain production district, a production base of commodi＇ty grain and reserved base of grain supply as well as an important province with national agricultural subsidy. However, it is worthwhile to explore the problem of how to give subsidy and to what degree subsidy can be an incentive. This article, considering the existing problems of agricultural subsidy policy in Heilongjiang Province, analyzes the characteristics and merits of developed countries＇ agricultural subsidy, puts forward the strategic adjustment of how to push on agricuhural structure,laid down agriculture subsidies＇ policies conformed to peasant household and reclamation area by appropriately applying the rules of WTO, further deepens reform management systems of agricultural production and operation management, establishes agricultural management system adapted to intemational market competition, improves the construction of the system of agricultural subsidy policy and enlightened suggestions on how to strengthen the law of national subsidies policies.
