阐述了不同阶段创建"五四一"经营模式的主要内容,提出了在新形势下发挥政府在公立医院改革中的主导作用,发挥公立医院在内部运行机制改革中的持续创新作用,总结了其在整体医疗服务上的公益性、在改革手段上"保基本强基层建机制"、在持续发展上体现"一个核心"的经营特色。
The main content of innovation mode of ＂541＂ hospital management in different stages had been explored. Playing the leading role of government on the public hospitals reform under the new situation and playing the sustainable innovational role of public hospitals on the reform of internal operation mechanism had been proposed. The operating characteristics, such as the public welfare on holistic medicine, implementing basic security, strong grass-roots and building mechanism on reform measures, and reflecting the core in the continuous development, had been summarized.
