黑龙江省农业试验区发展的问题及其对策

加快发展黑龙江省"两大平原农业综合开发试验区"是黑龙江省建设"八大经济区"构想的重要组成部分,对保障粮食安全、优化产业结构、加快农村经济快速健康发展、推进黑龙江农业现代化建设和统筹全省城乡经济社会发展等方面,具有十分重要的现实意义。针对农业试验区基础设施建设落后、产业结构偏差过大、科技创新能力不足和农民思想觉悟较低的问题,提出必须转变人们思想观念、把握建设发展方向、完善产业链条体系、加大财税政策支持、重视农业科技创新、提高农民自身素质和加强专业媒体建设等政策措施,以促进黑龙江省农业试验区的稳定、快速发展。

Accelerating the development of Heilongjiang province ＂ Two Big Campagna Agriculture Comprehensive Development Experimental Zone＂ in Heilongjiang Province and building the ＂Eight Economic Zones＂ conception are the important parts to ensure food safety, optimize industrial structure, accelerate rural economy in fast healthy development, advance Heilongjiang agriculture modernization and coordinating the urban and rural economic and social development. They have very important practical significance in the issues above. Aiming at the following problems ： the agricultural experimental zone infrastructure construction is backward, industrial structure deviation is too large, and science and technology innovation ability inadequacy and farmer consciousness is low. The researcher put forward ways to transform the ideas, make people hold construction development direction, improve the industrial chain system, increase the fiscal and taxation policy support, pay attention to the innovation of agricultural science and technology, improve their quality and to strengthen the construction of professional media policies and measures, in order to promote the Agricultural Experimental Zone of stable, rapid development in Heilongjiang Province.
