摘要
为了有效地应对气候变化,世界各国纷纷进行相关立法。其中,如何合理地安排地方政府、企业与公民的责任问题尤为重要。本文以澳大利亚和新西兰为例,系统地介绍这两个国家应对气候变化立法中对地方政府、企业与公民的责任安排,指出其某些做法值得我国在今后的类似立法中予以借鉴。
To effectively cope with climate change,countries around the world have made relevant legislations one after another.Of all related issues,how to reasonably allocate liabilities among local governments,enterprises and citizens is of particular importance.This article systematically introduces climate change legislation in terms of liability allocation among local governments,enterprises and citizens in Australia and New Zealand,and points out that their policies are worthy of reference in our relevant legislation in the future.
