摘要
本文介绍了中国实行对外开放政策十年来,国境卫生检疫在改革中取得的成绩。主要是承认了国际卫生条例和建立了与世界卫生组织的正常联系;成立了卫生检疫总所,理顺了全国检疫机构直接受卫生部领导的隶属关系;国家正式公布了《中华人民共和国国境卫生检疫法》以及成立了中华预防医学会国境卫生检疫学会。本文还展望了中国卫生检疫事业在90年代的发展方向,将继续扩大国际合作和技术交流活动,今后传染病监测将以国际机场的入出境旅客为主要对象。建议世界卫生组织将艾滋病列入国际监测传染病的范围,制订全球性的监测措施和管理办法,通过国际合作来控制本病的流行。此外,本文对病媒昆虫和啮齿动物的控制和加强对病毒性传染病的研究,也提出了建设性的意见。
This article introduces the acheivements that the frontier health and quarantine organization had made during its reform of recent ten years since the implement of the 'Open Door' poliey of the co- untry. These acheivements mainly include: the re- cognition of the International Health Regulations and establishment of normal relations with the World Health Organization; the formation of the National Health and Quarantine Administration and the de- termination that the national health and quarantine services are directly under leadership of Ministry of Public Health; the promulgation of the Frontier Health and Quarantine Law and institution of the Frontier Health and Quarantine Association of Ch- ines Association of Preventive Medicine. This article also forecasts that China's health and quarantine work in the 1990's is to continue the development df international cooperation and technology-exchange activity. The main objects of the infections diseases surveillance in the future will be the entry and exit passengers of the internatio- nal airports. The article suggests that WHO specify AIDS as one of the infectious diseases under international surueillance and work out worldwide surveillance and control measures of the disease so as to stop its transmission. At the same time, the article put forward several constructive suggestions on the control of insects and rodents as well as on the research work of virus-sp reading diseases.
