改革开放以来,我国技术创新文化构建着重从两个方面进行,一方面是技术创新内在文化即技术创新意识的不断强化,另一方面是技术创新外在文化即技术创新体制机制、政策法制和服务体系的逐渐完善。

Since reform and opening up to the outside world , the focus of China＇ s technological innovation culture is placed on the following two aspects, namely, the inherent culture and the external culture of technology innovation. The inherent culture of innovation refers to cultivatingthe sense of technological innovation and the external culture refers to the improvement of the innovation mechanism the innovation policies and the legal system.
