Analysis of the Developmental Course,Successes and Failures of China's Governmental Evaluation of Periodicals

我国政府部门主持的期刊评估可分为三个阶段。由于社会政治、经济、文化环境的变化,政府管理部门对期刊评价预期的导向作用、依据的评价指标和评价方法等在不同阶段侧重点不同,呈现以下特征:由注重质量导向转为注重市场导向,评价体系展现出逐步建设的进步历程,经历了不断总结、纠错、调整的过程,对消费类期刊的重视大于学术类期刊、对科技类期刊的重视大于社科类学术期刊、现有期刊评价不能发现和解决学术期刊的根本问题,期刊评奖的负面效应在学术期刊中体现较为明显。

Due to the changes in social,political,economic,and cultural environment,the emphases of the government administration＇s anticipated guiding roles,evaluation parameters,and evaluation methods are somewhat different.The course of development can be divided into three stages.the following characteristics can be found out： there was a transition from emphasis on quality-oriented to emphasis on market-oriented in governmental evaluation;the evaluation system has been progressing as a result of gradual construction;in the course there have been constant summing-up,correction,and adjustment;more attention has been paid to consumer periodicals rather than to academic journals,and to scientific journals rather than to social science journals;the current periodical evaluation system is incapable of discovering and solving the fundamental problems with academic journals;the negative effects of periodical evaluation are most conspicuously reflected in academic journals.
