摘要
随着我国经济建设的快速发展,社会矛盾和问题呈现新情况新变化,因此政府急需社会管理创新。社会工作在整合社会资源和解决社会问题等方面有着独特优势,社工也成为国家重点建设的专业人才。但社会工作者在其服务领域缺乏较高的认知度和认可度,多数社会服务机构认识不到社会工作者作为一种人力资本的高收益性,对社会工作者的人力资本成本与收益缺少科学的评价,引进社会工作者的积极性不高,影响了对社会工作岗位的设置与开发。本文在借鉴现有研究成果的基础上,采取人力资本视角,将社会工作者作为一种人力资本进行评价和分析,建立社会工作者人力资本投资与收益的计量分析模型,并应用模型对社会工作者进行投资与收益分析,最终论证社会工作岗位设置的重要性和有效性。
With the rapid development of China's economic construction,new situations and changes have emerged in social conflicts and problems,as a consequence the government has to set up social management innovations.Social work has unique advantage in integrating social resources and solving social problems.China has put a lot of investment in the key construction of social work professionals.But social workers are still faced with a lack of awareness and recognition in its service area,most of social service organizations couldn't aware of the high profitable of social workers as human capital,and they lack the scientific evaluation on social worker's human capital costs and benefits,not to mention the enthusiasm to introduce social worker in organizations.All these plights mentioned above have deeply impacted the setting up and developing of social work positions.Based on former researches,this article aims to evaluate and analyze social workers' human capital in human capital perspective,build up an analytical model on investments and incomes of social workers' human capital,and rely on this model to do analysis of investment and benefit of social workers.Finally,we proved the importance and effectiveness of the setting up of social work positions.
