本文作者对“公共财政”问题谈了自己的看法。认为“公共财政”是“国家财政”历史发展阶段的产物和具体化 ,本质上不矛盾。而且进一步认为“公共财政”是对国家财政认识的深化 ,它同市场经济更具有直接的联系 ,应该实行。同时指出“一进一退”

The author expresses his views about the public finance in this paper. He thinks that the public finance is the result and specification of historic development stage of state finance,so the state finance and the public finance are not essentially contradictory. At the same time,the author make the further explanation that the state finance is deepening of the public finance,it keeps more direct relationship with the market economy. Therefore,we should implement the public finance. Finally,it is suggested in the paper that the presentgoal to implement the public finance is to“advance and retreat”.
