浅论新世纪中国外向型经济的发展战略

Development Strategy of China's Foreign-Oriented Economy in New Century

经济全球化既为中国经济的发展提供了历史机遇 ,也同时带来严峻的挑战。面临这一不可逆转的国际环境 ,在新世纪中国外向型经济的发展战略上 ,首先应进一步完善我国的开放格局 ,积极参与世界多边贸易体系和区域经济合作 ;其次 ,要加强我国产业结构的调整 ,优化出口商品结构 ,并深化我国外贸体制的改革 ;再次 ,应继续积极引进外资 ,充分利用国际资本和技术 ,并鼓励我国企业走向世界 ,努力开拓海外市场 ,以加速我国经济的发展。为更好实现上述目标 ,应进一步健全我国的涉外经济法律体系 ,确立良好的投资环境 ,并切实加强监督执行。同时 ,重视培养国际经贸人才 ,提高派往海外人员的政治和业务素质 ,并改进干部的管理制度 ,以适应我国发展外向型经济的需要。

Economical globalization provides Chinas economy development with historical chance and brings also serious challenge. Facing this irreversible international situation, Chinas strategy concerning foreign-oriented economy in the new century should:Firstly perfect its opening-up pattern,actively participate in worlds multilateral trade system and regional economic cooperation;Secondly,adjust Chinas industry structure,optimize exports composition,and deepen the reform of foreign trade system;and Thirdly,continue the introduction of foreign capital and technology,and encourage China’s enterprises to explore the world market so as to accelerate China’s economic development. To achieve these goals,China should improve its foreign economic legal system,establish better investment environment,and earnestly strengthen supervision and implementation. Meanwhile focus should be laid on bringing up international trade personnel,enhance the political and professional quality of those who are being dispatched abroad,and improve the system of cadre administration to meet the needs of Chinas development of foreign-oriented economy.
