摘要
本文首先回顾并总结了日本、韩国和中国台湾地区证券金融公司的发展经验,接着考察了我国证券公司融资融券业务的发展现状和转融通试行办法,认为我国证券金融公司应当借鉴日本模式,采用单轨制,实行集中授信,并对其功能定位和运作机制进行前瞻性研究,据此在证券金融公司的制度框架、法制建设和配套措施等方面提出相应的政策建议。
The article reviews and summarizes the experiences of Japan,Korea and Taiwan in developing securities finance company,thenexamines the status quo of margin trading and short selling business of securities companies and pilot measures for supervision and administrationof refinancing business.The article argues that China's securities finance company should refer to Japan to adopt single-track system andcentralized credit mode.We should conduct prospective study on the function positioning and operation mechanism of securities finance company,and make policy suggestions on the institutional framework,legal system construction and complementary measures on this basis.
