我国公立医院财政补偿机制的历史演进与发展趋势研究

Research on the Historical Evolution and Development Trends of Public Hospitals' Finance Compensation Mechanism in China

政府应为一定数量的公立医院,承担其大部分筹资,并完善监管政策,促使其落实社会责任。在社会医疗保险制度下,公立医院仍有部分支出不能由社会医疗保险支付,需要财政补助保障。财政补偿应与公立医院公益性绩效评价相联系,公益性在医院绩效体系中的反映,主要包含在医疗服务的数量、质量、效率、均次费用和社会满意度等方面。

The government should establish some public hospitals, assume the major responsibility for financing and improve monitoring policies to make public hospitals fulfill social functions. Parts of public hospital expenditures could not be paid by insurance yet and the mech- anism of government subsidy is still necessary.
