上海市社区公共卫生经费投入问题的ROCCIPI分析

ROCCIPI Analysis on Problems of Community Public Health Service Funding of Shanghai

分析认为,上海市在社区公共卫生服务经费投入中存在着未建立稳定的投入增长机制、经费投入的均等化程度不高和经费投入的绩效考评制度不完善等方面的问题。本文在文献查新、相关政策文件收集和对相关人员访谈的基础上,应用ROCCIPI方法对相关文献资料和信息进行梳理和分析,提出要解决公共卫生经费投入问题,应从明确社区公共卫生服务重点、保障经费投入稳定增长、建立成本核算监测点,以及健全社区公共卫生经费投入绩效评价体系等方面进行干预。

Three problems need to be considered seriously in funding public health service of community, which was no stable growth mechanism has been founded, the poor equity of investment and evaluation system of funds investment performance was not perfected. In this paper, the ROCCIPI method was used to analyze the information from the related literatures, policy documents and the interview. Through the analysis, we believed that priorities of community public health service should be focused, the stable growth of funding must be guaranteed. As well, we proposed to set up cost monitoring stations and perfect the performance evaluation system of community public health funding.
