云南省德宏州境外替代种植现状及发展对策

Current Situation and Countermeasure of Overseas Alternative Planting in Dehong Prefecture of Yunan Province

境外替代种植是实现罂粟减种、禁种,深入推进禁毒工作的有效方式。分析我国云南德宏州在缅甸克钦邦、掸邦开展境外罂粟替代种植取得的成效与存在的问题,提出要构建理论体系、建立国际合作协调机制、加强双边机制建设、制定扶持政策、拓展林业综合开发领域、完善管理体系等发展对策。

Overseas alternative planting is an effective way to reduce or ban planting of opium poppy and to pro- mote drug control. In this paper, it analyzed the achieved effects and existing problems of carrying out alternative planting in Kachin state and Shan state of Myanmar by Dehong autonomous prefecture of Yunnan province. The development strategies were put forward, which included constructing theoretical system, establishing interna- tional ＇cooperation mechanism, enhancing bilateral mechanism construction, formulating policy of support, ex- panding forestry comprehensive development fields and perfecting management system.
