长株潭城市群生态文明建设水平研究

Evaluation of Urban Ecological Civilization in Chang-Zhu-Tan Urban Agglomeration

长株潭城市群生态文明建设是"两型社会"与"和谐社会"建设的重要组成部分。从生态文明理念出发,界定城市生态文明的概念及特征,提出从经济发展水平、产业结构、人与环境和谐关系、人类生态伦理文化,以及环境治理与生态安全五个方面进行系统分析。结果表明:长株潭生态文明水平较高,居中部地区前列,表现为经济发展较快、竞争力较强、生态保护法规较完善、环保力度不断加大等,但也存在产业结构重型化、工业"三废"排放较多和循环经济发展不快等问题。

Chang-Zhu-Tan ecological civilization is an important part of ＂resource-saving and environment-friendly＂ and ＂harmonious society＂ development. According to the theory of ecological civilization, the concept and the characteristics of urban ecological civilization are defined. This paper suggests that it should be evaluated from five aspects of economic development, industrial structure, the harmonious relationship of human and nature, ecology ethical cultures, ecological improvement and safety. It is found that Chang-Zhu-Tan ecological civilization has been improved, and ranks second in central China in economic development, urban competitiveness, ecological environment protection laws and environmental protection. But there are some problems in its heavy industrial structure, serious industrial waste disposal and lower development in the recycling economy.
