建立提高应急医疗救援后勤保障力的“三三”机制

THE ESTABLISHMENT OF "SAN-SAN" MECHANISM TO IMPROVE THE LOGISTICS FORCE OF EMERGENCY MEDICAL RESCUE

本文提出并阐述了建立提高应急医疗救援后勤保障力的"三三"机制,即①建立应急医疗救援保障物品的"三实"配备机制:救援的实效性、功能的实用性和维护应用的实际性;②建立应急医疗救援出发前后勤物资保障的"三快"机制:确定后勤保障人员和物品的快速化、启动易供性物品购买通道的快捷化和完成应急医疗救援人员对物品点验工作的"快载化";③建立应急医疗救援后勤保障物品"三省"储用机制:资源共享,节省大型救援设备配置、使用、保养开支、合理设置,节省应急医疗救援物品仓储用地和爱护装备,节省应急医疗救援易损性物品经费开支。

The establishment of ＂san-san＂ mechanism to improve the logistics force of emergency medical rescue had been proposed in this paper.First,establishing ＂three-real＂ equip mechanism of emergency medical rescue guarantee goods that effectiveness of the rescue,practicality of the function and application maintenance;Second,establishing ＂three-fast＂ mechanism of logistics material support before the emergency medical rescue that rapidly determining the logistics people and goods,rapidly Starting the buying channel of easy-get goods,fast completing the Inventory and acceptance of emergency goods.Third,establishing ＂three-save＂ reserve mechanism of emergency medical rescue logistical items that save the configuration of large rescue equipment,save storage space of emergency medical relief items,save the expenses of incurred vulnerability items.
