At present there is a huge disadvantaged group marginalized in our society. They are in a state of spiritual impoverishment and material poverty, becoming a negative factor in society, even a potential social hazard, which has a far-reaching and significant impact on the construction of political civilization in China. Therefore, our Party and government must attach great importance to protecting the rights of vulnerable groups to promote our country＇s political development and the construction of political civilization.
