摘要
从非工程措施的内涵和必要性出发,分析非工程措施自身特点,然后重点从管理体制、综合规划、技术立法、灾害保险、防灾教育等方面介绍非工程措施在生命线系统防灾减灾中的建设对策.最后得出:以工程性措施为辅,并以非工程性措施为主的灾害体制基础上,两者有效结合,实现生命线系统的防灾减灾目的.
From the contents and necessity of the non-structural measures, it analysis the characteristics of the non-structural measures, then it keys to introduce the countermeasures of urban lifeline systems in the disaster prevention and mitigation, including the disaster management systems, comprehensive planning, technology legislation, disaster insurance and disaster prevention education.
